То есть - помогать странам, где вербуют детей в солдаты, Child Soldiers Prevention Act запрещает, но вот по Тиллерсону если они союзники против исламистов, как Афганистан с Ираком, или супротив Китая, как Бирма, то можно... А вот дюжина сотрудников госдепа решили, что все равно нельзя!
